The ICC, founded in Houston in 1970, became the first non-profit, formally chartered Chinese language school and cultural organization in Texas. It was established to promote and preserve the Chinese culture and heritage within a multicultural community. The ICC had its beginnings at the campus of Rice University and then relocated to the Clarewood location in 1988. A fire in 1995 destroyed the building which housed the ICC. The education operations continued from facilities generously provided by Southwest College of the Houston Community College System.
